Headlines: Hemp Legalization in Farm Bill Survives Grassley’s Challenge

The 2018 Farm Bill that includes a provision to legalize hemp made its way through a crucial Senate committee on Wednesday, passing 20-1. Late on Tuesday, Sen. Chuck Grassley (R-IA) objected to hemp legalization in the Farm Bill. [GRASSLEY CLIP: “If the purpose is to legalize it for industrial uses, then the bill should do that. But it does not.”]  Grassley filed an amendment to the Farm Bill over his concerns that it legalizes a broad range of hemp products. [GRASSLEY CLIP: “The bill opens up legalized hemp to include “derivatives, extracts, and cannaboids [sic] in accord of the plant.’”] Grassley’s amendment would have required the Justice Department to “modify the definition of the term ‘hemp’ and make a determination as to whether cannabidiol [CBD] should be a controlled substance” under federal law. [GRASSLEY CLIP: “Today’s bill would allow any snake oil salesman to market and sell any CBD product as a dietary supplement or anything else without any regulatory controls whatsoever.”] Senate Majority Leader Mitch McConnell rebuffed Grassley’s concerns. [MCCONNELL CLIP: “I’ve declined to include suggestions that would undercut essential premise of the bill, namely that hemp and its derivatives should be a legal agricultural commodity, just as it was in the United States for many, many years.]
